The towel warmer simply plugs in to your outlet and heats immediately, and doesn't require any additional installation for hardwired use.

The Key Tek towel warmer (a popular towel warmer brand) is an inexpensive fix for a warm bathroom, if you don't want to spend a lot of money.
The towel warmer rack is made from stainless steel with 6 bars that are each 1.5" in diameter. It's only 15 inches wide and 18 inches tall, so it can't hold a lot of towels, but it does seem sturdy enough to hold even the biggest towel.
The towel warmer is simple to mount, but isn't super quick to heat up. It'll take about 4 minutes. It connects to your household outlet.
It's a no frills option that doesn't have a built-in timer or set temperature. To cycle the towel warmer on and off, you'll need to remove the inner cover with different sized screws.
The heater has an off position with a slider switch rather than a button, so you'll need to move it to get to the right spot before pressing the button to switch between heat settings.
